As of January 1, 2022, Mexico removed all their entry requirements relating to COVID-19 including their health form. Details here.

Tues. January 11, 2022 my daughter, son in law, sister and brother in law ( as well as the 30 other people in their travel group were all required to complete the online Mexican entry form 12 hours prior to their 8 flight from Calgary, Alberta, Canada to Cancun, Mexico.
Maybe the exemption is only for Americans?

You can check the link on my COVID-19 Travel Information page in the Mexico section for the source of the above information. There is no differentiation mentioned for originating countries.

I am finding conflicting information regarding the requirement for completing a health information form prior to arrival in Mexico. I did try to login to their online submission page at https://www.mexicotouristcard.com/ but it didn't take me to another page to complete. It may be currently in a state of change.

If your airline requests you fill out a form, I suggest you go ahead and do that. I will keep checking their online form for any changes in the near future.

You do still need to fill out the Official Entry Immigration Form prior to arrival. You can fill out that form online at the address above.
